EXECUTIVE SUMMARY
PERSONAL
This consultant has a unique history of successful and interesting financial challenges.  These accomplishments represent extended periods of many years of business experiences and “special”  assignments in the Far East and South East Asia.
These assignments included professional employment in Japan, Korea, and the Republics of China and the Philippines.  This consultant speaks the Japanese language and is conversant in other Asian languages.  His family is fluent in Japanese, Mandarin Chinese, French, Italian and Spanish.
His foreign personal relationships have included ranking Embassy and Government officials and Managing Directors of major international corporations as well as University Officials in the United States and Abroad.
 
 
PROFESSIONAL EXPERIENCE
This consultant work performance has been as a Finance Officer at a major U. S. Government Accounting and Finance Office, Funding Officer and as a Staff Auditor for the Department of Defense to support U. S. oversea budgetary and financial interests in the areas of large supply depots and aircraft maintenance facilities.  These projects were funded in amounts, which ranged from U. S. $1 million to in excess of $500 million, annually.
Further, this consultant held highly “sensitive” positions to establish and implement internal controls over foreign country-wide controls over U. S. Currency conversions to reduce currency black-marketing, illegal currency exchanges and country-to-country “money laundering.”
Other assignments included Managing Director of UNIVAL INVESTMENTS, LTD., with offices in Japan and other Asian countries.  He supervised the investment activities of 133 foreign and domestic employees.  All staff employees were Stockbrokers and members of the U. S. National Association of Securities dealers. Sales were approximately $5.5 million dollars U. S., annually.
Of significance, this consultant formed and established the H & R BLOCK, Inc., Franchise Tax Division.  This was primarily for U. S. military, Civilians, and expatriate persons who worked and lived in Asia.  Sales were approximately $500,000 annually.
Other professional assignments included work as a staff auditor to perform audits of government sponsored programs such as Welfare Funds, Immigration Department, Job Corp, California State funding departments and various  Nation-wide State Government agencies who receive Congressionl “match-fund grants”.
Recently, In October of this year, this consultant was  nominated to act as a consultant for a large Chinese government non-profit international organization.  Estimated initial funding is approximately $2.1 million dollars, U. S.
 
 
OTHER INTEREST
This consultant taught for a brief period at the University of Berkley, CA.  He is a graduate of Sophia University, Tokyo.  He is also a member of several professional organizations, which includes Rotary International, Philippines and the International Toastmaster, Taipei, The Republic of China.  He is married to Chiu-Ping (Nancy) and has a young Son, Maurice.  Maurice speaks Mandarin Chinese and daughter Caroline who is a Ph.D. is a Professor of linguistics at the University of Davis, Ca.  This past June 1999 this consultant was nominated to serve as Jury Foreman for the annual California “Champions of the Courtroom” for the 1999 Annual Trial Symposium.  He frequently acts as a spokesperson to represent International High School Students who have language or other administrative and humanitarian problems.  Member, California Society of Accountants.
